At the top of every page of code in CodeIgniter there is this link:

http://www.codeignitor.com/user_guide/license.html

Which returns a 404.

It should be:

http://ellislab.com/codeigniter/user-guide/license.html

Is this a bug or something can be fixed by someone at ellislab with a htaccess thing? If its a bug should i fillout a bug report?

Actually no, both the links you provided work fine.

The problem is that CodeIgniter is spelled CodeIgnitor in the comments of the files.
