Is TextMate the best avialable code editor for EE or is there any other recommended?

You can use any editor you wish, there is nothing limiting you in this area as far as ExpressionEngine is concerned. Most popular editors have an ExpressionEngine syntax moudle.
Personally I love Sublime Text 2!
